TeraFab's Full Scale Revealed: $119B Four-Phase Plan Confirmed in Texas Filings

Texas Comptroller filings have revealed TeraFab's complete scope: a four-phase, vertically integrated semiconductor campus estimated at approximately $119 billion total.

The previously announced $16.8B figure covered only Phase 1. Phases 2 and 3 alone add $47.7B in investment, with agreements effective August 18 and posted August 21.

Construction timeline: Phase 1 December 2026–2028, Phase 2 2029–2031, Phase 3 2032–2034.

The filings describe TeraFab as a SpaceX-planned facility led by SpaceX, Tesla and xAI — covering chip design, photomask production, wafer fabrication, advanced packaging and system integration, including sub-2nm-class technology, with on-site power generation and a space-compute test facility.

Each phase is backed by a $33.6M performance bond. Texas won over competing sites in Arizona, New Mexico and Nevada.

Combined, Phases 2 and 3 project 1,234 direct permanent jobs and approximately $5.36B in state and local tax revenue across their 38-year analysis periods. The $119B total makes TeraFab one of the largest planned industrial construction projects in US history.
